Microsoft Releases KB4345459 and KB4345424 to Fix 0xd1, TCP Port in Use Error and W3SVC Stopping for W7, 8.1, 2K8 and 2K12

On July 16th 2018, Microsoft rolled out new improvements and fixes for Windows 7 and Windows 8.1 including updates for respective server counterparts and .NET framework. According to Microsoft Support, “This update includes quality improvements. No new operating system features are being introduced in this update.”

The known issues reported in KB4338823 have been fixed in KB4345459 for Windows 7 SP1 and Server 2008 R2 SP1.

Symptom Workaround
Users reported receiving stop error 0xd1 due to race conditions

This issue is resolved in KB4345459.

SQL Service Failed to start throwing error “TCP Port is already in use” This issue is resolved in KB4345459.
W3SVC halts in Stop State and could not be restarted This issue is resolved in KB4345459.

The known issues reported in KB4338824 have been fixed in KB4345424 for Windows 8.1 and Server 2012 R2.
